Since this thread is lacking..
Who was Tom Quinn before joining MI-5? Also, why him?
How far along of a field agent was he before Lucas left?

Tom probably had to have been offered the position of Section D Chief before Lucas leave for Russia. Tom Quinn: Man of mystery, friend to women I think he could had lead a pretty normal life, but with high intelligence. Could have applied to MI-5 and they went through his CV and saw he was an applicable candidate.

Imagine scenario:
Tom Quinn, university student. For some chance, Lucas is doing an OP at the same university. Turns out Tom's roommate is a hacker and working for some terrorist organization. Lucas saves England from nuclear warfare with Tom's help, thus WELCOME to Section D!

Just read the Personal Files book. No mention of Lucas ever having a part of Tom Quinn which would mean yet another continuity error on the writer's part. I think it was a way for the writer's to show that Lucas new people before really 'we the audience' did. In terms of the Section D team that was there when the show started.

It seems plausible enough though.

phillipa, Thanks again for finding all the intriguing threads to bump. ;-)
In the men's room at MI5, the two things I recall Lucas asking Harry about is Tom and his ex-wife. So I bet that Lucas had recruited Tom.
I remember that Lucas' two questions served to establish him with deep roots at MI5 and with Harry and also to remind poor Harry of one of his worst failures (Tom). But revisiting Harry's failures fit well with series 6 and 7 where Harry made some of the worst judgment calls of his life. (Tehran bomb and 'turning' the Iranian foreign minister's wife, Arkady's murder).
And in series 2, Harry's less than beautiful side was hard at work, too, in his actions and responses toward Tom, first helping to provoke (2.5) and then exacerbate (2.7,8, and 9) Tom's spy blowup in 2.10 and Tom's eventual return to 'simple humanity'. Looking back, it was easy to see how Harry might have stepped wrong with his own children. Ego, inflexibility, distrust, driven to retain his job at all costs, ruthless exercise of power but bowing to hierarchy, and most devastating, lack of knowledge of Tom's pure heart.
Thankfully, by Lucas' return in series 7, Harry has decided to trust those he loves, rather than invite another blowup like Tom's.
Sorry, this is a thread about Lucas and Tom! All roads seem to lead back to Harry or Ruth for me.

Ahaha that's because our minds are warped to relate anything and everything back to Ruth and Harry ;D
It still doesn't prove that Lucas would've recruited Tom. I agree with Solatido that it establishes Lucas with deep roots at MI5 when asks after Tom, showing that Lucas and the service go way back. But I'm guessing that Tom and Lucas are about the same age, so possibly they were recruited at around the same time (university perhaps?). Which makes me think that both of them were field officers of the same rank, and Tom was promoted to Section Chief after Lucas had been imprisoned.
